New U.S. Embassy Project

The United States is building a new embassy in Tallinn to strengthen the U.S.-Estonia relationship.

The United States government acquired the site along the Suur-Ameerika from the Government of Estonia on June 20, 2023 for the future U.S. Embassy Tallinn.
The embassy will implement OBO’s mission of providing the most effective facilities for U.S. diplomacy abroad and the physical presence will make the U.S. safer, stronger, and more prosperous.

Planning & Design

The planning and design for a new U.S. Embassy in Tallinn, Estonia, is currently underway and is being led by Architect Mark Cavagnaro. The project is being developed in accordance with the Tallinn General Plan and complies with all zoning requirements, including building height and density standards.

The Tallinn community has been actively involved in shaping the site plan for the new embassy compound. The design of the new embassy will prioritize community stewardship through ample natural light for neighbors, safe street crossings, improved traffic controls, and onsite parking access for embassy visitors. The community’s input has been invaluable, and their engagement continues to play a key role in shaping the design.

We share mutual goals with the Tallinn community in maintaining well-kept streets and preserving public green spaces in our ongoing collaboration with the Tallinn Planning Department.

Building Performance

A model of building performance optimization, the resilient design reduces risk and operating costs associated with utilities and maintenance while enhancing natural hazards adaptation.  Utility optimization features will include energy-and water-efficiency strategies and systems, native plant landscaping, passive shading and solar panels.  

The project will be registered with Leadership in Energy and Environmental Design (LEED®) –a global building certification program that recognizes best-in-class building strategies and practices.

Art

The permanent art collection curated by OBO’s Office of Art in Embassies will include art in a variety of media, including painting, photography, ceramics, textile and sculpture by both U.S. and Estonian artists.

Site specific commissions reflect an understanding of the richness and often interconnectedness of U.S. and Estonian, and Estonian American cultural heritage.

The collection and commissions, as is the goal with all OBO art installations, will create a dialogue of shared values between the people of the United States and Estonia.
