The United States Government acquired the site along the Suur-Ameerika from the Government of Estonia on June 20, 2023, for the future New U.S. Embassy Tallinn. The new embassy will further strengthen the longstanding relationship between the United States and Estonia while advancing OBO’s mission to provide the most effective facilities for U.S. diplomacy abroad ensuring the United States is safer, stronger, and more prosperous.

Planning & Design

Planning and design for the future new embassy compound are underway, pending permits from the City of Tallinn. The project is being designed by architect Mark Cavagnero Associates.

The project design aligns with zoning entitlements, locally referred to as the detailed plan, established in August 2025, following a three-year effort to comply with building height and density requirements.

The Tallinn community has been actively involved in shaping the site plan for the new embassy compound. The constrained 3.7-acre urban site is designed to prioritize community stewardship by balancing ample natural light for neighbors, generous green space, parking for 40 vehicles, and the functional and representational requirements of a modern diplomatic facility.

As part of the project, the U.S. Government will contribute to the Väike-Ameerika street improvements project, which will benefit both the embassy and surrounding community through enhanced stormwater management, upgraded below-grade utilities, and streetscape improvements directly south of the embassy.

Building Performance

A model of building performance optimization, the design reduces risk and operating costs associated with utilities and maintenance while enhancing natural hazards adaptation.  The project incorporates resilient design strategies that reduce long-term utility and maintenance costs while strengthening adaptation to natural hazards. Landscape improvements include 35 tree varietals—native, North American, and international—to symbolize cultural unity and diplomacy, along with enhanced stormwater infrastructure that benefits both the compound and the surrounding community.

The project will be registered with Leadership in Energy and Environmental Design (LEED®) –a global building certification program that recognizes best-in-class building strategies and practices.
